New spam prevention behavior

In an effort to proactively reduce the very small amount of spam we receive on the site, the following rules are in effect:

1. On creation of a new account, users have the ability to post a topic in the forums but not comment on any existing topic.
2. If a new user tries to post a topic with hyperlinks, they will be automatically banned and the content item unpublished.
3. An e-mail is sent to the administrator for review of the item to ensure we don't accidentally ban good users.
4. On creation of a topic without hyperlinks, they are granted the ability to comment on topics.
5. Once comment access is granted, users can post content with hyperlinks.
6. After a period of time, users are automatically granted the ability to post comments and content with hyperlinks.
7. Personnel members will automatically be granted the ability to post comments and content with hyperlinks.
8. All current users should receive comment and hyperlink access on login.
